In 2016, the Ninth Circuit Court of Appeals ruled in favor of Teck, the Canadian smelter whose toxic air emissions have long crossed the border into Northport and the Upper Columbia River Valley. But there is hope: the Ninth Circuit recently reversed itself in another Teck-related case, ruling that the Tribes can recover millions in cleanup costs.
